Legislation has outpaced supervision.
Between 2025 and 2026, Nigeria, Kenya, Ghana and Rwanda each enacted primary virtual-asset legislation, joining South Africa's established licensing regime. The rules are arriving. The capability to run them is not arriving at the same speed.
Globally, FATF found that while 83% of surveyed jurisdictions have passed Travel Rule legislation, only around 40% of those with it in force have taken any supervisory or enforcement action (FATF, July 2026). That gap, between a rule on the page and a rule in operation, is where risk concentrates, where compliance budgets are wasted, and where markets stall.

Every Executive Dialogue produces a Dialogue Note and an entry in our Issue Log, the running register of unresolved regulatory questions that drives everything else we publish. The Issue Log becomes Policy Lab research. Policy Lab research becomes the Fellowship curriculum. Fellows produce real published work, and graduate with free professional membership for life. What businesses learn from all of it, they take wherever they choose to implement it, including, but never exclusively, to Legum Compliance, which is governed and disclosed separately.

The Dialogue identifies what Africa's evolving digital-asset regulatory environment will require. The Founding Fellowship, a 16-week, 13-module programme run by the Legum Compliance Institute, develops the professionals capable of delivering against those requirements, working inside the live build of the Dialogue itself. Fellowship alumni receive free professional Dialogue membership for life.
