The core catalogue is free at the point of use, permanently. Public authorities receive free access to everything.
How we work.
A precise question with stated decision relevance. Primary sources first, always. Structured consultation across regulatory, industry, technical and academic constituencies. Analysis against a stated framework, with limitations in the text rather than the footnotes. Every factual claim traced to a cited source. At least two peer reviewers, one external. A right of factual reply for any institution whose framework is specifically assessed. Public, prompt correction of anything we get wrong.
Publication decisions rest with an independent Research and Editorial Board, whose majority sits outside Legum. No commercial officer of Legum can overturn a publication decision. Neither can a sponsor.
